Mr. Wang, a former coal miner, is permanently disabled from working long hours under intolerable conditions during the 15-year Japanese occupation of northeast China. He retired because of his disability soon after 1949, when the People's Republic of China was founded. On his disability retirement pay at full salary, he easily can afford to pay his monthly rent of two yuan and utility bill of four yuan for his current lodgings (one yuan equals approximately 56 cents).
